It didn't it had the default  WEB-INF system dir which was
c:\CFusionMX\wwwroot\WEB-INF\

I put the directory in and no luck. I've got something wrong with the way
I've set up my sandbox. I switched off Security and there are no problems.
So It's back to the drawing board with my sand box. Thanks for the
assistance guys.

Do you have sandbox security allowing the server to write files to 
"C:\CFusionMX\runtime\servers\default\SERVER-INF\temp\wwwroot-tmp\"?
