It didn't it had the default WEB-INF system dir which was c:\CFusionMX\wwwroot\WEB-INF\
I put the directory in and no luck. I've got something wrong with the way I've set up my sandbox. I switched off Security and there are no problems. So It's back to the drawing board with my sand box.
