Two words... BUCK-LEYS. There's no chance in hell you're going to get HTML to dance like that. More importantly, why the hell would you want to? The novelty factor would be gone inside of 2 clicks.
However, you can apply various (IE only) filters and transitions (if you really must): http://msdn.microsoft.com/library/default.asp?url=/workshop/author/filter/fi lters.asp Personally i see them as gimmicky and recommend clients steer well clear of such nonsense.
