Two words... BUCK-LEYS.

There's no chance in hell you're going to get HTML to dance like that. More
importantly, why the hell would you want to? The novelty factor would be
gone inside of 2 clicks.

However, you can apply various (IE only) filters and transitions (if you
really must):

Personally i see them as gimmicky and recommend clients steer well clear of
such nonsense.

Although, admittedly, i have used a filter to some success on:

The client wanted random image changing... without using flash (doh)... so
that was my comprimise (degrades to "real" browsers quite well).
