Stuart, You would need to use an SMS gateway, the one we used, worked via email. So you'd just put the Gateways access code in your <cfmail subject="sms gateway code" etc ect> and Bob's your uncle or auntie depending which side you bat for.
Let me know if you need the name of an SMS gateway. The rest you'd take care of with your accounting package, you'd have to create and your payment gateway.... to authenticate the credit card part of things.
