When you're building client/server applications, you need to decide on the various technologies for the client, the server and the bits in between and why. Obviously the 'why' of technology choice is the biggest factor.
If you choose Flash for the client, it doesn't mean you've chosen FLEX on the server. And choosing Flash for the client is still only a partial choice. You still have to decide on Central, Flash Standalone Player, Flash Projector or Flash Plug-in (browser based).
As to why you'd choose Flash Technology for the client, I feel the primary reason is control over the user interface.
Flash technology provides the flexibility and the ease to create manipulable, self-contained screen objects that allow communication between the users and software. These screen objects are the primary building blocks for creating graphical user interfaces.
I've come to this conclusion in a round about way.
Several years ago, began noticing some pretty interesting Flash-based interactive interface designs and they were done using Flash 4. I'd guess you'd use the term 'Rich' to describe the seamless interplay between the visuals and the interaction in the user interface. It wasn't until read Alan Cooper's 'About Face' that I fully understand why. Cooper rightly points out that most application developers rely totally on a handful of predefined user interface elements that come with the GUI platform. Application developers and their management don't take the time and effort to design and implement appropriate and effective GUI elements. Flash Technology makes it easy to create appropriate and effective GUI.
