Free. Open source. Very configurable. Hurts head a little to get configured, but awesome once it's done. I'd be happy to help you out if need be. Only thing is it's a Perl/CGI app which runs on Linux/Apache/MySQL (if you choose DB support option). I haven't tried setting it up on a Windows box. I'm running without DB while I get my head around it a little more than I currently have.
