Some javascript regular expression matching I imagine... Some parts of the Microsoft site had some even fancier widgets with a floating iframe glossary. Only trouble was it was semantically meaningless & only works in IE (like the example you posted).
But there are much easier (better?) ways to get a very similar effect - check out http://webstandardsgroup.org & mouse over the text "CSS". That's just using the acronym tag & some CSS (<acronym title="Cascading Style Sheets">CSS</acronym>). But who cares about cross browser support & semantic correctness?
