I know no PHP so I"m sorry I can't help you with syntax.

You realise already that a web service is not RSS as well.

Although both use XML standards, those XML standards are not the same.

You might like to get him to find out how to consume a web service via PHP, try searching Google with something like this:

http://www.google.com/search?hl=en&lr=&ie=UTF-8&oe=UTF-8&q=php+consume+%22web+service%22
