You'd probably need to contact Macromedia themselves (Sydney (02) 9550 6012). It is not an "off the shelf" product but I believe a service hosted by MM themselves.
You can get a "trial account" by visiting here: http://www.macromedia.com/cfusion/breeze/index.cfm?event=lead I've heard it's expensive ($50K+) but compared to Tel$tra who knows.
