The attached code seems to work when run interactively, but when scheduled, the following error appears in the scheduler.log file.
I am not sure if it re-indexing the site when scheduled. Can someone advise if I am doing it correctly?

More than likely the HTTP agent CF is trying to fire off to make the index happen is being blocked by your firewall provisions. You need to make sure that the server itself can browse to the URL you are trying to schedule.
Not sure if your code is ok -- but at this point CF is not running it at all through the scheduler.
