If the web service requires a username/password to access, this is where you can specify it.
You can override these using <cfinvoke webservice="..." username="..." password="..." ...>
If you wish to secure your own web services, look in cfdocs/livedocs: "Developing ColdFusion MX Applications / Using Web Services / Publishing web services"

I can find no documentation on these fields. Whether they are used or left blank, it does not appear to affect local or remote access to the service and they are not required when editing the settings in the Administrator.
