v5 upgraded the underlying Verity tools. These are unchanged in v6.1. I don't index HTML docs so I can't confirm or deny but it seems unlikely to be a CF related issue and more likely to be a Verity issue.
Your indexing code looks fine -- it may literally be something that is not avoidable. In that instance the only thing I can suggest is using a sentence casing function (several exist at cflib.org) and reporting the issue to Macromedia's wish list.
One last thought... you could use the vspider tool to update the collection -- it might handle the HTML page titles differently. "Do not trust to hope, it is forsaken in these lands..."
