The client wishes to do it this way so that an email can be writen in the outlook email client and sent out to the selected recipients.
Is this a public website? Is the client aware that mailto: links are harvested by spambots?
To solve your original problem, why not mailto a mailing list alias and control the actual recipients inside the organization?
