I've successfully solved this problem in the past (on WIN2K boxes) by stopping the CF service, resetting the Windows time zone to Albania or somewhere one the other side of the world, restart CF, stop it again, set the windows time zone to Sydney, start the CF service again. Voila! CF know how to tell the time.
