Hi,

i'd suggest to check out legion interactive (aka blueskyfrog) who have an
sms gateway service that will send an sms to url or web service.  there's a
number of services like this (including redcoal for one) but not all
can/will customise to your requirement.

we use legion for our sms credit card payment service gateway and it
performs very well with minimal latency and very good reliability.
