yes - the operative word is *should*

there are no 'net police out there ready to book any vendor deciding to
adopt a different approach.

there are just soooo many to choose from."

yes, many of the cgi variables set by web servers these days are never
mentioned in the relevent RFCs other than implied capability ;-)
