I just had a client call saying she was getting this error, but I can't
create the error myself. I don't see it on Netscape7.1, IE6, or Firefox.
Does anyone know what's causing it?

The error says:
Cannot decode string "",
The input string is not base-64 encoded
And according to the error message the problem occurred when the login form
was presented, and the error message says the error is at line 18 of
application.cfm which is the line containing <cflogin>

If you want to go looking and see if you create the error yourself, go to
http://nqpropertyreview.com and click "enter". The client sees the error, I
see the login form page as it's supposed to.

WTF?

Cheers
