I would suggest something like the following......
By all means store all your data as an XML file (remembering that you will probably need to write the whole thing back out each time a change is made - assuming any changes are made while the data is live).
I would then load from the XML into Cold Fusion. Structures at least - but if can use Query Of Queries build up these instead (as you can then query them again to filter further).
BUT.....
There are plenty of "free" database packages on the market (such as mySQL and PostgreSQL) that would do the database job better. Why not use one of these if you aren't able to purchase a commercial licenced DB?
