It uses Quicktime VR.  You can buy a special camera tripod that allows you
to leave the camera in a certain and rotate it around 360 degrees.  You then
take a photo every 20 degrees or so and use the quicktime VR software to
stitch it all together.  You can take the photos freehand if you want but
the result is never as good.  You can even put hotspots in the quicktime
movie and have it go to another room or URL.  There are companies around
that can do this for you, I would start with real estate agents as it was
popular in that industry.
