I am in dispute over a matter with cookies, I have a site where the client
is not getting the information from their website which is based on cookies.

Is it possible to set up a cookie policy that the browser will accept the
cookie regardless of the settings of the browser, I think I know the answer
but I am not 100% sure on this.

My understanding is that a cookie can only be controlled by the browser, if
I choose to block a cookie then it should never be set. But I am being told
about Cookie Privacy policies and as far as I know these are all client side
settings, not things that can be controlled from the server.

Any feedback and advice on this would be grateful.
