If this is the case, logging into CF Admin and taking a look at the scheduled task list would show an error talking about the CRON service being unavailable. Replacing the XML file for scheduled tasks (eg. typically C:/CFusionMX/lib/neo-cron.xml) with one that works would fix the issue.

What version of CF? Scheduling was unreliable in 4.5 and I'm not sure that 5 was much better. CFMX is much better. The problem you described is very much the norm in previous CF versions and was never explained or fixed afaik.
