getPageContext().forward(thispage & "?action=addnew"); does it serverside
basically telling the server to, when its done processing, to do to that
page rather than the page defined in the original headers, so your not
actually leaving the cf servers environment in this case, thus holding onto
your form scope. you may have to clear the form scope before you call the
redirect, or write a little CFFUNCTION that calls the getPageContext....
... etc, etc...

the bottom line is that the request scope still exists and so does any
values. For me that meant that FORM variable still existed and the page
re-submitted. I actually got it to go into an endless loop, used up all the
resources and crashed the machine (oops!)
for you it might mean that re-processing the page is happening or the
variables scope is still hanging around, etc.
that's all I can suggest without a better understanding of the rest of the
pages' processing.
