Funny you mentioned that - I'm evaluating some software called Aqua Data Studio and I asked their support the same question for the same reason (a sensible practise btw - if you want to test repeatably you need a test dataset) a few hours ago, and they sent me this link:

It's not a bad tool, support is very responsive and they're revving it quickly - and it's the only one I can find for OS X (don't worry, there are Windows and Linux builds too) that works with Oracle 9i.
BTW, I've actually installed Oracle developer edition on my Mac - working nicely. Oracle has some amazing features, I've just been reading about the built in timezone support for dates, great stuff! Look for a blog article about using a workstation install of Oracle for development on our site shortly - it's not as hard as you may think...

Its for testing purposes, we need to populate and empty the db on a regular basis, I do not want to make a backup of the db and restore it...
