I only have experience of *one* java cfx tag so make of this what you will...
To get the (java) cfx tag to work all I had to do was add the full path of the .jar file into the "Class Path" area of the "Jave and JVM Settings" section of the CF administrator. As in: C:\CFusionMX\runtime\jre\classes\JImage.jar. That was it. I thought I would have had to register the CFX as well but I just checked and it is not registered, but 'CFX_JImage' works like a charm. You have to restart the CF server after changing the JVM settings though.
I hope that doesn't confuse the issue...

In the administrator, should we have the tag listed as: Tag name: CFX_JSpellCheck Class name: CFX_JSpellCheck
or
Tag name: JSpellCheck Class name: CFX_JSpellCheck
or Tag name: CFX_JSpellCheck
Class name: JSpellCheck
