Nope, its half-assed. IE has inconsistencies, in that if you set it to 10, it will show about 12 chars. If you then set it to 25, it will show it at 24.5 chars etc. Then if you go under 10, it will default to around 7 chars.
Firefox seems to be fairly consistent, but if you set it to 25 it will be 24 etc. It won't go under 6 chars. (Annoying). I think they may use either pts or some other metric "thing" to measure the overall size. Google may be the exact answer but i think the point is, no. Good Question though!
