It might have just eaten some crap it found laying around. Anyone changed their car's coolant lately? It tastes and smells very sweet, which attracts critters, but it poisonous to both animals and humans. I've splashed little bits accidentally onto my lips many times and can testify that it does in fact taste pretty good :D
AFAIK, there isn't much legally you can do if someone poisoned your cat while it was on their property, I'm pretty sure as far as the law is concerned it is just considered pest control.
