Generally if it relies on scripting to make the menu work then it wont be 
overly or accessible at all.

I coded a site recently for an NPO that used drop down menus, what i did was 
make sure was that if JS is turned off that the user can still navigate to 
every page via alternate navs static html options. So both user types get 
catered for in how they expect to get around.

Check out the W3C guidelines, (i know they can seem daunting) but alot of it 
makes sense when applied within context and what your trying to achieve.. 
Some things arent possible unless u do go the 2 sites route.
ie.. how do u make content accessible for people with cognitive disablilites 
when ur explaining genetic mutations etc etc.
