wmode is not cross browser which is why i am not using flash

heh the concept floats, just be careful using iframes over the top of
flash, as firefox tends to  have a weird redraw bug.

I think that works on opera aswell, can't confirm. hell i wrote it a
couple of years ago. Point is you can have DHTML over the top of FLASH
and flash over the top of DHTML

There are a few hidden tricks/work arounds in terms of z-Indexing and
focus/blur techniques / management you need to apply - yet as i
said..all doable.
