Gavin,

I can understand why that seems unreasonable to you. But Telstra
charges them to tear down/build the connection completely because it
is new DSL connection on a new line requiring excatly the same process
regardless if you moved upstairs or across town.

Exetel probably did not offer you a discount because the profit
margins on DSL are razor thin as it is. It's widely speculated in the
industry that Exetel are selling at a loss anyway in order to soak up
market share.
