As of CF7, CFForm ROCKS. After a couple of weeks of playing with it in
my spare time (ie not much) I have decided that XML CFForm is vastly
underrated and immensely cool. The possibilities are amazing. In
addition, HTML CFForms are actually kind of useful now, and Flash
CFForms are good for small stuff on intranets but I wouldn't deploy
them in anticipation of anything less than 100Mbit :)

Both, absolutely, and if there's not enough time to do both,
server-side only. There is some automation available in all kinds of
CFForms, and it's actually pretty cool.
