Wait... "there is no application scope without an application tag" I hear you say....
(I haven't tried this, but bear with me....) You can actually have two cfapplication tags on the one page. Have a simple cfapplication with only the application name at the top... then check if xml config is loaded, and do so if not, and THEN the application tag with the relevant config settings... I'm pretty sure you can do this, because (in order to run legacy apps and hide them from the main app), we use a custom tag to switch apps mid-page and interact with the "other" app. It can get a bit messy, but saved a lot of code rewrites (for a while at least).
