Thanks all. Problem is resolved. I had to modify two .xml files before all
issues resolved. FYI, they were:
Reset password:
Open the the file neo-security.xml. This is in the lib directory of you
ColdFusion MX install, so for Windows C:\CFusionMX\lib\ and on UNIX
/opt/coldfusionmx/lib
Change the admin.security.enabled variable to false.
Before:
<var name='admin.security.enabled'>
<boolean value='true'/>
</var>
After:
<var name='admin.security.enabled'>
<boolean value='false'/>
</var>
and the next problem I had was odbc setup hung:

Unable to create ODBC data sources on Windows 2003
On Windows 2003, an error may be encountered when trying to create an ODBC
data source.
WorkAround
127.0.0.1 needs to be added as a trusted site in the Local intranet zone.
