AFAIK, the two are mutually exclusive. We've been blessed with not having

They are mutually exclusive, which is the precise dilemma I'm facing.
In our system, we have UI components built with a series of custom tags,
which have associated styles (look) and scripts (behaviours, some quite
complex).
Using inline script and style is an option I would rather not use. At
the moment, what we are doing is looking ahead on the page to see what
resources are on the page, and including scripts and styles based on
that. What I would like to have eventually is a (UI) component metadata
system that can get queried by the framework about what scripts and
styles to include, but I'm lacking inspiration on how to 'do it right'.
2) OK, so we have 3 ppl doing the customTag shuffle and one "rebel pirate"
proving that CFC best practices "are more a guideline than a code, arrr.."
