Seems like what you are looking for is an implicit constructor that is invoked prior to the actual method call being made by the web service consumer. There is no way to do this currently.
Wouldn't a webservice call trigger Application.cfm, like other cfc/cfm calls? And couldn't the Application.cfm use some sort of persistor to instantiate the cfc?
Or are webservice calls more akin to cfinvoke, creating a new instance when called and destroying it once done?
I suppose, if the latter were the case, then you could have a webservice facade that is created/destroyed, but it calls previously-instantiated and persisted components.
