[CFCDev] cffunction output= - a follow-up

I spoke with the documentation folks about the tri-state behavior of 
output= and we've decided to file a 'bug' (53749) for consideration. 
I'll let folks know whether it gets accepted as a bug or whether it 
remains a curious feature!
