We figured it out. We were not allowing anonymous access in IIS to the
folder containing the C# webservice. Turned on anonymous access and was
able to access the webservice.

correctness. If the requested WSDL document can't be retrieved or it is
dynamically generated, it is likely that the target web service has
programming errors.
I can submit http://localhost/WebServices/HellowWorld/Service1.asmx?wsdl
to a browser and it returns a wsdl xml document. I'm thinking there's a
setting I'm missing somewhere. Any help would be appreciated.

Yes. You may have problems when working with .NET datasets, or with

complex types. You may also have problems with complex WSDL like that
