In the last install of MX I did, there was no default mapping for Web root. In older CF installs with IIS, I seem to remember the / being mapped to Inetpub\wwwroot. For MX to do CFC locations referencing Web roots, the slash mapping must be deleted.

Typically, by default, there is a CF mapping that corresponds to the web
root directory. In the absence of this, I don't know whether you can
reference files that don't correspond to some other CF mapping. I don't
think CF and IIS do anything special to resolve this.
