An interesting side note to this topic: I heard somewhere that the US Patent Office was on the verge of closing in the late 1880s or 1890s because anything that could possibly be invented had been invented.
In my own experience, I've rewritten applications (or parts thereof) because as time goes by I've gained a better understanding of the problem at hand, or have learned a better way to do something which justified the time to rework.
