With CVS, all you have to do (using TortoiseCVS) is right click -->make new
module, then right click -->commit  and your new "project" is all setup.

The issues were that the CVS server was on Linux, so it involved
connecting,
uploading a copy, making a project from that, etc. Maybe I'm lazy. Right
click/add is what I want, so I'll check it out.
