Because there is no way with onRequest() to handle the arguments being passed to Flash Remoting or Web Services. onRequestStart() and onRequest() are passed only the requested file path itself. For a 'normal' HTTP request, the 'arguments' are held in URL / form scope and you <cfinclude> the targetPage - there's no equivalent mechanism for passing the Web Service / Flash Remoting request on to the requested CFC.
