Not quite true either.  Omitting the attribute means no special
processing.  If you have CFSETTING ENABLECFOUTPUTONLY="true", then
only stuff inside CFOUTPUT will render, but if you don't, then
everything will render.

And when OUTPUT="true", you not only get all output, but it's
processed for hash-delimited expressions.  I'm sure that's what you
meant, but it was kind of unclear.
