The domain account that we use to run the CF service has write access to a
couple of shared directories to which the account that our SQL server runs
under also has access.  It's sort of a drop box for sharing files between
the two :)

As far as the logins - any query that needs to do this can easily have the
default connection permissions overridden by passing a less restrictive
logon id and password to the cfquery tag for this operation.

I tried to do this once, and ran into all these problems because I
needed to put the file in a place SQL server had rights (on a different
server than the web server), plus the SQL server user had to have
special privileges to do a bulk insert.  Maybe other people have had
better luck with this than me.
