I know that Tom wrote and is selling that tool, but some people might not know that. Unless you say that you are the creator, it's implies that you are "endorsing" the tool. I think it's best to be up front about your "relation" to a tool - whether it be creator, friend of the creator or user.
I usually think a once time promoting of non-free tools on list is generally acceptable (i.e. announcement). After the first time, I get a little sick of it unless it's a big upgrade announcement. Promotion of free tools are fine in my book - unless you're spamming the list about them. I guess you could say the difference is $ and that this list isn't a "free" marketing email tool.
