while I can't point at an article.. can't you represent it as a structure of structures?
STRUCT - id(some unique number), parentID (references parent struct, and is nullable for root nodes in your outline), key (alpha-numeric i, ii, iii, I, II, IV, A, B, C, 1, 2, etc..), title, description, children (array) each array of children is an array of those structures this gives you the heirarchy and lets you easilly loop over it all to create the xml structure you want to create.
