I don't really think rails couldn't be recreated as a "snap-in". 
Rails is an all-encompassing framework, not just a controller like the
current frameworks are.  I guess if you could come up with an ORM that
was all automatic and didn't rely on configuration files and coupled
that with a controller framework, you'd be over half way there.
