Yup... I personally like the structure of making them associated with an application, but logically it doesn't matter as long as the capability exists. I like the idea of just using onApplicationStart() to set such values. Using onRequestStart() would seem odd to me but it would get the job done. In the end we're talking about the best way to do something we can't do at all now.
