The way I've always thought about it is that the XML is the exchange format between the developer and the application. Gotta pass the data somehow, and XML happens to be a format that both can interface with natively with a minimum of fuss. I don't know about anyone else, but I've yet to learn to read any DB's binary file format, as hard as I've tried.
