you can but it isn't much fun :O) you can creat a custom 404 (file not found) template for your application. the template can be a .cfm file if you want that handles figuring out what the user was looking for and redirecting them to the new location - or if a new location can't be determined, a search page or a simple error message saying the item has moved.
I'm pretty sure a quick google search will turn up good instructions on how to define a custom 404 template under IIS. You can also associate different extensions with ISS using the ISAPI settings in IIS (you will find the stock .cfm settings in there and you can just duplicate those for .xyz file extension if you wanted. (though I don't think that will help too much). we have had to do the mapping cfm file as a 404 template before and it worked very well.
