I think the bean, itself, should know what sections have
been validated. That fact should probably be an instance property.
However, don't confuse that with the "current step". I would think of it
as "which steps have already been validated".
Or, you could have a separate validator object that accepts
the bean and then tells you which steps are validated. I'm sort of leaning
this way on a new design that I've been tossing around in my
head.

No candidate stood out in the current model, it didn't seem right for the bean itself to know "which step i'm on" (or am i wrong there?), and the cascading solution kind of just fell into place.
