I think you're completely ignoring the fact that as programmers we're knowledge workers, not factory assembly workers. Standard operations management principles don't apply. I would hate to work for a boss who doesn't see the value in training and the fact that if I don't continue my education I'm a wasting asset as far as the company is concerned.
