Have you tried using <cfcontent file=""> directly? I think for you it
would look like:

<cfheader NAME="Content-disposition"
VALUE="inline;filename=#GetFileDetails.FILE_NAME#">
<cfcontent type="#GetFileDetails.FILE_MIME#"
file="#PrimaryDrive##GetFolderPath.FOLDER_PATH##GetFileDetails.FILE_NAME
#">

i use cfcontent to send out some pretty big pdf files - sometimes bigger
than 30mb (but not often).
